Macau & China Apparel Notes May 25, 2007 Macau: Customs is targeting shipments of apparel from Macau for detention and request/review of production documentation as it believes that companies in Macau are transshipping from China to avoid quota. Customs may be eying specific factories although their names are not public information.
Dresses/Tops from China: Customs is also checking on entries of dresses from China (dresses are quota free) as it believes some of them are actually long shirts or blouses (subject to quota). The difference is often subjective and the legal standard is what is the \\\\\\\"chief use\\\\\\\" of such garments; the actual intention of the importer and how the specific garment is sold does not decide the issue.
